A punch list is the list of specific items still to fix or finish once the main work on a job is done.

On a paving or concrete job it's usually short: a low spot holding water near a drain, a raveled edge at a butt joint, a stall line that's off, a manhole ring that needs sealing, a form stake left in the ground. Write each item down with a photo, assign it to the crew that owns it, fix it and close it.

On commercial work the list usually gets made at substantial completion, when the work is done enough for the owner to use. Closing it is what gets you to final completion, and final completion is usually what releases the last payment and the retainage.

A closed, signed punch list also answers the call six months later that says you never fixed something.
