A request is work that's come in but hasn't been taken on yet: a phone call, a form on your website, or a GC's plan set with a proposal due date.
It carries what came with it: the address, the contact, the files and the date you're expected to walk the site. From there it becomes a job, with a number you'll use in every conversation about it, or you decline it and keep the reason, so you know what you're losing to.
Nothing about a request is scored or ranked. It's either taken on or it isn't, and nothing sits unanswered in an inbox waiting to be copied over by hand.
